1. Introduction
TriCounty Health Department (TriCHD) is soliciting sealed proposals from qualified and licensed vendors for the design, supply, installation, testing, and commissioning of a new emergency backup generator system for the TriCHD Roosevelt Office. The generator will support continuity of operations and critical public health services during power outages and emergency events.
2. Background
TriCounty Health Department provides essential public health services to the residents of Uintah, Duchesne, and Daggett Counties. The Roosevelt Office houses clinical, administrative, and emergency response functions that require reliable electrical power. TriCHD seeks a permanent, code-compliant generator solution capable of supporting critical loads and ensuring uninterrupted operations.
3. Project Objectives
The primary objectives of this project are to:
- Provide reliable emergency power to the Roosevelt Office during utility outages
- Protect public health operations and data systems
- Ensure compliance with applicable federal, state, and local codes
- Deliver a cost-effective, durable, and maintainable generator solution
4. Scope of Work
The selected vendor will be responsible for turnkey delivery of the generator system, including but not limited to the following:
4.1 Generator System
- Furnish a new commercial-grade emergency generator (diesel or natural gas; vendor to specify)
- Generator sizing sufficient to support designated critical loads (vendor to verify and recommend)
- Automatic Transfer Switch (ATS)
- Weather and sound-attenuated enclosure suitable for local climate conditions
4.2 Engineering and Design
- Site assessment and load analysis
- Electrical and structural design as required
- Coordination with utility providers
- Compliance with NEC, NFPA, EPA, state, and local codes
4.3 Installation
- Site preparation and foundation work
- Electrical connections and integration with existing systems
- Fuel system installation
- Permitting and inspections
4.4 Testing and Commissioning
- Startup and operational testing
- Load testing
- Training for TriCHD staff on basic operation and emergency procedures
4.5 Documentation and Warranty
- As-built drawings
- Operation and maintenance manuals
- Warranty information (minimum warranty period to be specified)
- Optional maintenance and service agreements
5. Proposal Requirements
Proposals must include the following information:
- Company Information
- Legal business name and address
- Primary contact information
- Years of experience with similar projects
- Relevant licenses and certifications
- Technical Proposal
- Generator make, model, size, and fuel type
- Description of proposed system and configuration
- Compliance with scope of work
- Project schedule and milestones
- Cost Proposal
- Itemized cost breakdown (equipment, labor, permits, testing, etc.)
- Total project cost
- Optional add-ons or alternatives
- References
- At least three (3) references for similar generator installations
- Warranty and Maintenance
- Warranty terms
- Available maintenance plans and pricing
6. Evaluation Criteria
Proposals will be evaluated based on the following criteria:
- Technical approach and compliance with requirements
- Vendor experience and qualifications
- Total cost and value
- Project timeline
- Warranty and long-term support options
- References and past performance
TriCHD reserves the right to conduct interviews, request clarifications, or negotiate with one or more proposers.

8. Key Dates
- RFP Issue Date: December 29, 2025
- Deadline for Questions: January 5, 2026
- Proposal Due Date and Time: January 7, 2026
- Anticipated Award Date: January 15, 2026
TriCHD reserves the right to modify this schedule at its discretion.
9. Terms and Conditions
- TriCHD reserves the right to reject any or all proposals
- TriCHD is not responsible for any costs incurred in preparing proposals
- The selected vendor must comply with all applicable laws, regulations, and TriCHD policies
- Insurance and bonding requirements will apply
